A third solution just occurred to me...

If you want to preserve your current directory structure, you could 
modify the install_logwatch.sh script.  This script is not used with the 
default rpm - it was created to install Logwatch directly from the cvs tree.

The reason that is interesting is that it allows you to directly modify 
the target directories in the install_logwatch.sh script itself.  This 
script then overwrites the logwatch.pl script with your newly defined 
directories.  So you can set your current directory names 
(/common/Share, /common/pkg, /local/data, etc.) without patching 
logwatch.pl.
